We can prove she has done this and want to do something about it. Who do we go to and will anything be done about it. Her mom does have her pin number but she did not have permission to do this.

She did mention this to her caseworker, but she did not say anything or offer any help

IF someone such as your daught-in-law, or someone else that is 18+ is willing to testify that she didn't have permission to do this, she can be in serious trouble fro stealin the stamps. It is a crime, what you need to do is call your welfare, ( ADC) talk to her case worker, or a fraud investigator, and inform them of what is happening. Let them know that she is sick, and her mother is takeing advantae of it by doing what she is accused of. They will stop it, also charges will be filed.

Have her change her pin number, then the mom can't do it any longer.

don't let the mom have the EBT card any longer.

She is doing it because you are letting her, "letting her have the card and telling her the pin number"

take some responsiblity for your own life.

probably petty larceny, unless total over 1000 dollars. contact the police.
