im only 15 and i bought lighters plllenty of times

Children, No I don't believe that any child can buy a lighter! I dont know any store that would sell a child a lighter!
Teens?? Yes, if you went into a store and just bought a lighter...there is nothing illegal about purchasing a lighter.

Yes.
I was on a class trip two weeks ago, and a bunch of boys decided to buy lighters,and got in a lot of trouble.
But, the point is, they still bought them. And they were sucessful in doing it, even if they were wearing a group jacked, wich was a dead giveaway that they were with a class group.

Yes it is...Most stores will ID them...it is considered as a smoking product...
