It sounds like the sun and weather have been working on your resin chairs. Vinyl resin will eventually desintegrate if left outdoors year around. It starts on the surfaces exposed to the sun. I'll bet the underside of your chairs still look pretty good. If this is the case, you are probably out of luck. The powder you are seeing is deteriorated resin. There is really no way to clean it and make it look new.

Try a magic eraser. They're made out of melamine foam, which more or less very gently sands and polishes smooth surfaces. They're also great for removing marks on painted walls. You can find them, usually two to a pack, in just about any hardware store or stores that stock home cleaning products.

I tried a lot of cleaners without any success. I finally set them out with the trash & bought new for $3.99 each at Walmart.
