China. The Yellow Color was the Imperial Color. No other person was allowed to wear yellow because of its relation to Gold. In fact, Chinese emperors were called Hoang Thun, which meant Gold Ruler. Thats also why they have the Huang He, (The Yellow River).

The present Queen of England wears chartreuse Yellow. This is worn on formal occasions by female members of the Royal Family. So the country is UK.
