yes your hormone levels are at its peak when you have your period it feel great, and if the guy you are with does not mind he should enjoy it b/c your body temp is few degrees more and you are more lubricated, try doing it in a tub so that he does not freak about the blood

do it in the shower, cause you can both wash afterward. Don't do the guy if you're drunk, unless you're married or committed. Embarrassing crap always happens when your drinking. Also, can we say STD's??!!

If you are not in any pain then its fine. You actually can still participate in oral sex. Talk it out with your partner first. Its not for everyone.
