I use to model and I will tell you that a good agency is one that will tell you right off the bat what kind of work you are capable of getting if any at all and one that is willing to market you for free - no upfront fees. They will take a chance on you because they know that they can make money on you. It does not mean that you cannot get work but get another job in the meantime. The going rate for a model 10 years ago was $150 an hour - not a top model of course. How much do they pay and what % do they take. If you are not going to be a top model then who cares about the fame - you want to make money - it has to be worth your while.

As them to assess you and go from there. Ask questions about what is expected from you and what kind of work to their models usually get. Take a look at their roster - that gives you a good glimpse of the kind of models they market. If it is all over the place or most of the models look mediocre, then you know you won't get much work.
