A few people have made a blog of me with my pictures, phonenumber, all
my emails and yahoo ids. I have written numerous times to admins and
they will not remove the content of those pages. Those people are
violating TOS and are getting away with it. Can someone suggest
different ideas on how I can get blogger.com to remove those pages?

Threaten them with a law suit.

Lawsuits don't work. Threats of these will get your humorous replies and dares. Contact google customer support. (Google owns blogger) As soon as you can positively identify yourself as
a possible identity theft victim (phone#?), they will make a request to that site's admin to delete the material. Now, when google comes calling and you are using their services (such as blogger) it is wise to take the call. - if u know what i mean -

if the blog site has not taken action then, most likely, they do not feel or believe it is a violation of their TOS
but with that said, keep complaining, and don't give up until you have expended all avenues to resolve this problem. Good Luck :-)
