That cannot be true!! Check the standards published by their state department of education. Mathematics, including fractions and decimals, is indeed taught in Mississippi public schools.

If it is true. It's "Because many Teachers Can't Teach Fractions and Decimals; 'cause they themselves don't know or understand them Or the the Math it self". And to try to make a Child do Math without a calculator that you yourself can't do is crazy.
