pond is spring fed and discharge into stream

If it is spring fed the incoming water is filling up the pond and the over flow which should be equal to the amount coming in by the stream has to go out the discharge pipe. If you try to slow down the discharge and the same amount of inflow is coming in you will flood the pond. You may need a larger diameter discharge pipe. If the problem is not getting enough water in the pond to fill it to the discharge pipe you may have a sink hole causing the water to enter the ground water or the pond was not properly dug if it is new.

Man made lakes take 2-4 years to fully seal...the water rises and falls during that time, and will slow down over time...the level will never be constant, due to rain, etc. Good luck

set the discharge at the desired height, the pond will stay at that level unless you have a leak
