I don't think so. settlements are usually settled out of court where as arraignments are arrangements made through the court. Like if you get into a car crash and the other parties insurance pays your doctor's bill but you still sue because its the other parties fault. Then if you and the other party decide to settlement you have settled out of court. The arraignment is settle through the court telling the other party that he is to make a scheduled payment.
