what does 2*ATA100 mean when looking at specs for a mobo?

That meanst it has 2 ATA 100 IDE Connectors on the motherboard ( Unless they are reffering to SATA ) in which case it would be 2 SATA connectors ( Which I doubt since SATA from what I am aware of is a lot faster then ATA 100 )

100 as in 100 Mega bytes per second ( which is the theoretical best bandwidth that those can handle under the best circumstances )
