Every time I click on internet explorer it acts like it wants to open but then it doesnt.

Try restarting your computer. Also do a scan with your anti-virus and anti-spyware programs. I had a similar problem and I had a psalm.exe file corrupting my browser. I also recommend that you stop using IE. That web broswer comes with too many security flaws.

Do not open any attchments that have .exe extension. They are filled with viruses.
