why aren't ATVs street legal in Massachusetts?

i would like to know why 4 wheelers (atv) are not legal to ride on public roadways

They do not have all of the required safety equipment.

no tags, no insurance, does not meet national safety standards for highway vehicles!

duh cuz they don't want people to go killing them sevles on the high way and cause a mivise pile u
