Go to START>RIGHT CLICK MY COMPUTER>PROPERTIES>SYSTEM RESTORE TAB> make sure there is not a check mark in the box a TURN OFF SYSTEM RESTORE ON ALL DRIVES.

If there is not a check mark in the box then run a Anti-Virus and Anti-spy scan. Virus and Trojans commonly deny your access to system restore.

Go to this windows site for the proper procedure to do this. Although this article does a Spyware scan the same procedure works for virus scans also.

try re formatting your computer using your windows xp cd.
if you don't have one then take it to a pro for diagnosis or buy windows xp from a store.

You may want to scan your system for virus or other culprit!
