I use bungee cords and it works really good. Probably have a few ticked off raccoons out there, but no garbage on the ground anymore.

Try putting something very heavy on top of the lid, otherwise they can get it off. A large rock might work.

I think that you should keep your outside light on at night. Raccoons hate light. So it is the best way.

land mines or something to scare them. maybe an alarm that when they cross it sets it off but quietly so that they can only hear it and not wake your neighbors. Land mines might be messy

use tight fitting lids on the cans
use bungee's to hold the lids on the cans so they can not get the lids off
