yahoo has a pretty good one.....easy to understand.
Also yahoo site builder will guide you through getting hosted.
microsoft frontpage is another, although a little more involved.

To build a pretty good site you need to half good web hosting all the free stuff just doesnt work well. It's best to acctually pay for hosting which u can get for about £14 a year. Also look into getting an image editing program like photoshop and look into tutorials on html and phtoshop programs. All can be found by looking on google.

One very simple program I know of is Sitecraft. It is a professional tool that allows nonprofessionals to create sites. You don't need to know programming, HTML or web protocols.There is a step-by-step process to build it. It helps you with web registration, making it almost automatic. There's a lot more to running a website than designing/building it.
1. You have to figure out how to drive traffic to your site. If you don't get any traffic, it's like owning a fancy restaurant where nobody eats or a fabulous hotel where nobody stays. Just putting up a website doesn't mean anyone will know about it.
2. You have to get leads and build a list of people who have agreed to hear from you, even if you aren't trying to sell anything. If you have a great website around a theme you love and you want to share it with fellow enthusiasts, you have to find those people and you can't do it by spamming.
3. If you want to advertise your site, you'll need to understand Google Adwords among other things.

Try coffeecup.com They have free trial versions of easy web building software amongst others including searchengine submission.... that is extra though. You can also submit your site through free search engine submisssions... just do a search for them. Get to know HTML code a little.... a base knowledge is easy. Yahoo aslo offers sitebulder & hosting... but try something free before paying for it.

you can get programs to build websites try Http://www.download.com or try buying a computer mag as most now come with a cd rom with lots of programs look for one that has the full programs i got one last year with a website building program
