I would think Shetland ponies would be easier to access because they're a bit taller.

God knows this question isn't crying out for a serious answer, but... probably because sheep are flocking animals and are also prey for wolves. Thus, they traditionally required a shepherd to live with them very closely, and watch over them at night... add a few twinkling stars, some wine...
