I do appreciate all the answers so far. But people didn't read careful what I wrote: I have NO CLUE where my friend lives. I was b4 asking on the Pages Blanches and WITHOUT department the answer was:

Notre conseil:

Quidonc is a payed service.
IS there a database where you can search the ENTIRE France only with NOM and PRENON.
Thank you.

You can look for a phone number in France within Yahoo itself. On the yahoo home page scroll down to Yahoo International,
1) click on France 2) click on pages jaunes 3) click on pages blanches. Then fill in Nom= the last name of the person and prenom= the first name of the person. Then click rechercher. It would be better to fill in the department or region or the postal code, but if you do not know any of that, try it without and see what you can come up with. I find numbers here. Also, to call France from overseas, you dial 01133 before the number, and remove the first 0 from the local number that they give you
Good luck!

If you at least know what region or "departement" your friend is in, you could try with the french telephone company information:
Pages Blanches (white pages)...go to google.fr than type in pages blanches...
