Surprisingly, I couldn't find any Skip-Bo games online! However, I found a couple that are very similar....

At http://www.freedownloadscenter.com/Games/Card_Games/SpiteNET__Spite_and_Malice.html there is a game called SpiteNET. It is based off a very old card game called "Cat and Mouse," and is very similar to Skip-Bo. You can download it for free!

At http://wizardcards.com/skip-bo.shtml there is a game called Wizard Cards. The site claims that it is a great alternative for Skip-Bo. You can play it online with 3-6 players. It may be worth checking out!
