It is not too easy; but you might check to see if a local newspaper offers an email list. Be wary of organizations that sell bulk email products suggesting you are getting local targets. You might check with local ISP's if you have any left.

My best suggestion is start something local like a message board on the Internet and let people know you are building it around a newsletter and gather subscribers.

The advice above is good. Best to offer an "opt-in" e-magazine or e-newsletter than buying a list and spamming.

If you must have local business email addresses, your Chamber of Commerce is a good place to start.
