You need to pass tests to drive a car, but any d**k can make a child.

Seems like society would be better if the only people raising kids were the people that deserve to raise kids.

No, of course not. Preventing people from having children is just as bad as forcing them to have them. What should, but probably won't be done: Miserable single parents (not all young single parents are miserable or immature,BTW) should come into classes and talk about how THEY NEVER THOUGHT IT WOULD HAPPEN TO THEM, and it did. They should relate every unpleasant detail, every time they had to skip shopping to take care of a colicky baby, every time their toddler threw a tantrum in the store and people stared at them like they were a bad parent, every humiliating time they had to borrow money from their parents. Every opportunity they missed and all the responsibilities they're saddled with now. The idea of being responsible for somebody for eighteen or so years would make most of them pay a little more attention, dont'cha think?

Personally, I think everyone should be on mandatory birth control, and you need to qualify to have a child, As well voting should have to pass a test first before voting

Sounds like a damn good idea to me. There are too many kids out there having kids. They don't know what they're doing, but people just look the other way and say "They need to take responsibility for their actions." What a load of crap. Everybody knows these kids can't take responsibility for crap.
