well you want to use a screen saver so you don't fry your screen, the problem your talking about sounds much more complicated then this, your computer has some major issues i bet, cant really help unless I was there

Start the computer into Safe mode (by quickly tapping F8 while the computer is starting and selecting Safe mode), then login to the administrator, and ensure that no screen saver is on. Also, when you start the computer into normal mode, click on the icon for the administrator's account, then without typing the password, click the green arrow. If you log on, then ensure that the screen saver is off.

Or, try editing the registry:

1. Click Start, and then click Run.
2. In the Open box, type regedt32, and then click OK.
3. In the Registry Editor window, locate the following registry key:
HKEY_USERS\.DEFAULT\Control Panel\Desktop
4. In the right pane, double-click ScreenSaveActive.
5. In the Edit String dialog box, type 0 in the Value data box, and then click OK.
6. Click Exit on the File menu to quit Registry Editor.
The logon screen saver is turned off.

Ok, I know you said that you're computer has 2 users and neither one has a screen saver enabled, but try this anyway.

1. Close ALL windows that you have open

2. right click anywhere on the desktop

3. choose PROPERTIES from the menu

4. on the display properties menu choose the SCREEN SAVER tab

5. from the drop down menu choose NONE

6. click the APPLY button and then click the OK button

That's it!! I hope this helps. Good luck!!

You go to your desktop. Right click and go to Properties. Then go to the screen saver tab. And then click on the scroll down menu to enable no screen saver by clicking "None". Then click okay and that should disable it. Hope that helps!

While you are on the administrator account, Right Click on the desktop and Choose Properties. Select the Screen Saver Tab then change the screensaver to (none).

Change the box that says "On resume, display welcome screen"
