I don't think that they are. A fat chance means no hope at all. A slim chance means there is a vague possibility.

A fat chance of something happening means no chance at all, whereas a slim chance means that there is a very slight glimmer of hope. Isn't the English language wonderful?

When someones says Fat chance they are being Sarcastic. They really mean slim chance.

In both cases, someone is being pessimistic about your chances; "fat chance" is a sarcastic answer, and a "slim chance" is a more sincere answer.
