Macys, jcpenneys and all the department stores when they are trying to clearance everything or having a sale. The prices of dresses in department store are good when they are on sale or on clearance.
If no one is having a sale try a discount place like Ross, Tj Maxx, Marshalls.

Your best bet is to go to a dressmaker and get a dress made. Choose the fabric yourself. Stay away from patterns and stripes and choose a solid colour like red or black or dark green. This is more elegant. I couldn't suggest a store as I don't know what country you are in.

ask your parents and grandparents if they have something in their closet you can raid. i know i did that and had some of the greatest gowns ever to play with. It's a lot less expensive to have one cleaned and tailored for you than buying a new one.

go to a thrift shop and if you know anyone who is good with a needle and thread have them help you to update the dress or make it fit you
