There is in an international body governing this sport, so it's safe to say that soccer is the exactly same sport in every part of the world, and it is call football instead of soccer,
The international governing body is referred to as FIFA, from the French "Federation Internationale de Football Associatif" (International Federation of Associative Football). The FIFA defines a soccer calendar and the culmination of it is the World Cup which is held every 4 years at alternating locations. Only the best countries of each continent will go to compete, in total there are 32 countries.
The 32 countries are divided in 8 groups, with 4 team in each group.
First Phase :
Each team plays agains the other teams of his group.(Total 3 games per team)
The winner and runner-up of the group avance to the next phase.

Second Phase (group of 16):
From this phase on it's one on one.
The winner of the game avance to the next phase

Then the next phases are quaterfinals, semifinals and final.
In total, the teams that get to the final plays 7 games.

For the 2006 world cup the 32 countries are:
Group 1: Germany, Poland, Ecuado and Costa Rica
Group 2: England, Paraguay, Trinidad and Tobago, and Sweden
Group 3: Argentina, Côte d'Ivoire, Serbia and Montenegro, and Netherlands
Group 4: Mexico, Iran, Angola and Portugal

Group 5: Italy, Ghana , USAand Czech Republic
Group 6: Brazil, Croatia, Australia and Japan
Group 7: France, Switzerland, Korea Republic and Togo
Group 8: Spain, Ukraine, Tunisia and Saudi Arabia

Pretty much every country in the world has a national men's soccer team (or "football" to most of the world). About two years ago, these teams started playing qualifying games against each other in regional groups for the right to go through to the World Cup. The 32 teams that did best in their respective regions went through to the World Cup finals, which started today.

Each team is in a seeded group of four teams, and plays a round-robin set of three games against the rest of its group. The two top teams from each group (16 total) go through to the knock-out stages (a bit like the NFL playoffs -- lose one game and you're out). Essentially, you have to win two out of three, and then four games in a row against some of the best teams in the world to win the World Cup.

There's also a women's World Cup and a youth World Cup.

The players were chosen from each partipating nation's country's best players (or next best if there were one or two injuries) playing for club sides (e.g. Liverpool, Arsenal, AC Milan, Real Madrid, etc)..............

To decide which nations were participating in the tournament, each nation's team (organised by the governing body of the country concerned) first took part in regional mini-leagues (Europe, Asia, Americas, etc) to whittle it down to the ones going to the tournament (matches held every few months, inbetween player's club commitments)........... the group stages (more mini-league style) of the tournament being played in Germany over the next few weeks, were chosen by picking numbered balls from a bag.... with the winner from each group going through to the next stages........ until they're finally whittled down into Quarter-Finals, Semi-Finals...... and then the big one...... the World Cup Final (hopefully a repeat of 1966, with England thrashing Germany) =)

32 teams, each one representing a country, are gathering in Germany to define the next soccer world champion.
The first world cup was played in 1930 in Uruguay. Since then, the popularity of soccer has grown towards exponential levels, to the point that the expected number of people around the world that will watch the games, is counted in billions.
