It depends.
Personally, i see many overweight girls whom, for one reason or the other, have nice shapes and the "over" part of the weight is normally places in such places that it makes them appear curvaceous and sexy, especially when they are well maintained and dress properly.
In other cases they are lost cases, as the fats hang all over the body, they have saggy breasts and flat butts and they don't take good care of themselves, which makes them appear disgusting.
But it's not the OVERWEIGHT, rather the overall image they transmit to others (Sweat, dirtiness, untidiness, lack of self-estime). Same applies for women who are too skinny and all bones......some cases are scary, while others are super sexy just for the way they walk, stand, and "take around" their skinny body.
