Probably something grabbing the CPU usage and slowing the PC.
1) Use Ad-Aware and Spybot both to clean any spyware programs.
2) Go to Start / Run / msconfig and the startup tab and uncheck any programs you do not absoultely have to running when your computer starts (That will be most of them)
3) Defrag the hard drive. Click on My Computer and find the icon for your C drive (Hard drive). Right click on it and select properties. Select the Tools tab. Click the Defrag Now. (Then go shopping because if the drive is badly fragmented it may take a while.)

Could be a couple of things. If it is a timed freeze (ex: every 3 seconds) then it can be a virus or spyware.
Run an anti virus and spyware removal program.
I ran into this a while back check the connection to your mouse. Not the USB part but on the actual mouse. Especially if it is an optical mouse the cable sometimes becomse loose. Good Luck

Try turning off the power to the computer - no idea what it does - but it fixed my computer and I had a similar problem. Reinstalling Windows XP pro is another option.... lol
