A positive charge ALWAYS?

a) attracts another positive charge
b) repels a negative charge
c) attracts a neutral object
d) repels a neutral object

I am pretty sure it is "attracts a neutral object", but I just want to be sure.

Your answer is correct. A positive charge will attract a negatively charged object or a neutral object. It will repel a positively charged object.

None of the above (unless by "positive charge" you mean a magnetic pole and by "neutral object" you mean a piece of magnetic metal which is not a magnet, in which case answer c is true)
