Straw will work best as it will decompose and enrich your soil, but you will have to keep it moist for the first few days, or it will blow away. With decent weather it should only take about a week before you will see the grass starting to come up.

Hardware and lawn care stores sell a netting that you can lay down on top of the area. It comes in a roll (like a carpet, but shorter.) It lets the grass grow through the netting, but keeps birds from being able to get at the seeds.

Just keep putting out the seed until you have the stand of grass you want. The birds are going to eat lots of it but they can't get it all.

I have seen people stake a fishing net or similar over the area so the birds cannot get through the holes. Perhaps you could also put streamers on the stakes which will blow around in the wind and scare the birds off.

use straw, not hay . hay has too many bad seeds in it. or you could buy some landscape fabric and cover it untill the seeds sprout.
