It is in Verdant Meadows! But first, you have to complete all levels leading up to flight school, then you have to buy the airfield. Flight training is tough, but stick with it! I stuck with it, and now I can fly a cargo plane through the Golden Gate bridge!

u have to wait for a phone call that u get and then u buy the place and have to go to the flight school and its kinda hard good luck
