Yes, I know what you mean I work 7p-7a.

Try getting a fan I use one of the old fashioned square box fans it may take a little while to get accustomed to but it drowns out alot of the other noises, sounds crazy but it works, there are alot of us at work that use them.

Actually, there are laws in some places like that... I was blasting my stereo like two weeks ago at 7:00PM and my neighbour called the coppers on me. They showed up and asked me to turn it down, so I did...

Then something funny happened. I went over to my neighbours house and told like 6 guys to grow some balls and just come over and ASK me to turn it down. I hate it when people phone the cops over stupid **** like that.

It's mostly a respect for your neighbour kind of thing that people should just accept, but I know what you mean.

I had a cop stop me a few months ago because I was riding my bike at night time without a light. He tried to give me a fine, but I dodged that fine with the following conversation:

Cop: It's against the law to ride your bike at night without headlights.
Me: I just bought this bike though officer.
Cop: What does that matter? It's still against the law.
Me: Okay, then why wasn't this bike sold to me with a light on it? You can't legally buy a car without headlights, so why can you legally buy a bike without a light? If you give me a fine, I'm just giving it to [ the bike store] because they sold me an illegal bike.

Cop: Good point, please walk your bike home.

Then I got on my bike when the cop was like 30 feet away and biked to where I was going. He didn't turn his car around and try to stop me, because he know he just got told.
