In the city there is rarely anyone above the mayor, though as someone else said there is sometimes a city manager who actually runs things. While the governor of a state may have more overall power, he/she cannot actually do anything in the city itself, so he is less powerful than the mayor.

The mayor is the leader of the city. The governor is the leader of the whole state. But the president is the leader of the whole country!

Depends on the municipality. In some cities, the mayor is a figurehead who answers to the City Manager.
