during the character credits before a tv show, why is there always that 1 announced with their name and char?

During the character credits before a tv show why is there always that 1 announced with their real name and character name?
Example: Starring... Tom... Joe... Mary... and Brenda Childs as Penny. I have found no reason why this one person should be treated any differently during the preshow credits.
