If you're running XP Pro, or Win2000 you can host your own using IIS... to get round the problem of not having a static IP use a Dynamic DNS service.
If you want to use some other web space as a ftp server site, do a search using 'free ftp server space'....wade through the thousands of results until you find one you like.......

ADDED: both suggestions by Dwight, although they use ftp for transfers, are for web sites (www)... no use at all for a ftp site-mainly because for anyone to access the ftp side of things they'd need the user name and password...which means they'd be free to delete stuff ad hoc

sounds like you want a ftp daemon, just search for one, there are plenty out there that are freeware
