My kids did it as babies in their crib or carseat. They had absolutely no idea what they were doing, but they would really get into it so it must have felt pretty good. It is a natural thing, very instinctual.
And no, It is not a sin. All the Bible thumpers out there just need to get a grip. Why would it be a sin? I am a christian and I don't think that God has any issues with me touching my own body. Is it a sin to wash yourself? Is it a sin to procreate? If so, there are a lot of people going to hell.
It doesn't hurt anybody, it does not cause any medical problems (such as acne or blindness). It is a healthy way to learn more about your own body, to learn about sex and to learn about your own sexuality without exposing yourself to STD's, pregnancy, or anything else out there.

This is not a question. Who assumes there is such a thing? No one I know, certainly no sexual health provider. Age to begin? Non-issure. Not even valid to answer. But I like to write, so:
Since it is always OK to masturbate, there is no age when/where one wd start to do it. It's natural. Built-in. Only social custom, once, made talking about it taboo. But don't you ever think doing it was curtailed. After one's first "wet dream" as a young boy (I'm a guy) IS usually when people start. No medical reason for this question even to have meaning.

(I'm boy) I started it when i was 14, my friend learned me to do that and i found it enjoyable and also do that. i always sensual then i should do that no way, because i ashamed to want a girl to have a sex with me, my girlfriend said she never did it and she cant have sex with me before marriage. everybody do that but most of them trying to denial.
