Pretty sure I answered it...

went something like...

If I had to take a stab at this I would GUESS it's because the ash is dry and not very absorbent and the kerosene is still able to give off enough fumes to be ignited. However, the soil is moist and can absorb more of the fuel in such a matter than there aren't enough fumes to be easily ignited.

That's a guess. I have never actually encountered what you are describing.
