On the old buffalo nickles, the penis was the first item that got worn away through handling. In fact, this is one of the quality markers for a really unworn coin!

I suspect that something similar is happening here. The feature on the coin is both the highest point above the plane of the coin, and rather small - resulting in it being worn away easily.
