It's simply a matter of convention. Infant circumcision is routine in the majority of American hospitals and is an expected procedure. conversely in Europe as a whole, and the UK in particular, circumcision is never performed routinely.
The operation is only carried out at parents request and is therefore much less common.

There is no excuse for genital mutilation anymore. In many parts of the world it is now illegal to mutilate babies in this manner. If a man decides to have this done to himself as an adult, well that's his decision. But he'll lose 70% of his sensitivity, and only ever experience a watered-down facsimile of sex from then on.
Americans are just weird. No other way to say it.
