"Graded" cards are cards that have been sent to an independent grading service. They assign their opinion of the card's condition and seal it in their holder. Some people look at this as more of an assurance that the card is genuine and accurately described as to its condition. For example if you see the letters "PSA" and a number from1-10 after it, PSA is the grading service and the number equates to their rating of the condition. 1 being lowest, 10 highest. Hope this info helps you out.
