Go to Tools then Internet options.
Under advanced you need to uncheck the option that says "disable javascript debugging" and check the box that says "display a notification when I have a javascript error".
It should pop up now after you restart your browser.
If you have a popup blocker, then you will need to disable it under Internet Options in your Privacy tab. Or just hold down the CTRL key when you know youre going to get a popup.

If you're using Internet Explorer,
1. go to the menu Tools -> Internet Options
2. Click privacy tab
3. Uncheck the Block pop-ups box.
You can also click the "Settings..." to allow pop-up for some specific websites.

There are several reasons that block the pop ups.
1) Google toolbar or Yahoo Toolbar
Check the settings of these toolbars
2) Your Antivirus Software, Set permissions to pop ups true.
3) your computer's firewall
and do whatever the guys told you above my answer.

Check your pop-up blocker settings. you can disable pop-up blocker or even customize to allow only java script pop-ups or to allows pop-ups only from parent browser's website.
this setting may be browser setting as well as firwall setting (if any)
