A hurricane begins as a low pressure area- the lower the barometric pressure the stronger the hurricane. Warm water- the ocean- is the fuel for the hurricane. The warmer the ocean temperatures, the more fuel for the hurricane- this also helps the storm to strengthen. Also, needed is the energy from water vapor condensation- cloud cover.
