This is a new laptop, the place I bought it from said that it was 1.6 ghz. The performance speed of this Sempron mobile processor is 2.6 ghz. Is there a reason that it displays 798 mhz and is it really that slow?

Mobile processors lower their clock speed when you aren't using their full potential, especially when you operating off battery, it's a power saving feature. Even when you are operating off battery, it will lower its clock speed, lower clock speeds generate less heat and are better for the overall health of the system.

If you start using an application that needs more processing power then your clock speed will increase for the short time it needs it and will drop back down to 798MHz. Rarely do laptop processors operate at full speed all the time. It's bad for battery life, generates more heat which makes it a bad idea to have it do so. But if you do (I do not recommend doing so) then go into power options and turn everything off.

What model Sempron is it. If it is 2600+ then it is rated at 1.6GHz and keep in mind all the stuff I said above.

it will certainly not display greater than the 1.6ghz even tho its equivalent is 2.6ghz. the fact that it is running under could be just because its a relatively new mobile processor. Windows is not really the best way of testing this. You should get an external program.
