Whether it has the ability to debate issues, and respect different opinions, without trying to attack or smear or punish or silence those who disagree.
And whether it can craft laws that protect and promote all civil liberties, rather than trying to force a single majority moral religious-based agenda on everyone whether they like it or not.
And by that standard, the US has a long long long way to go.
