The "flapper" in the bottom of the tank is leaking.

The flapper isn't down all the way. If it is running all the time it means that the hole in the bottom of the tank isn't covered properly...I suggest getting new guts for the Toilet.

From my experience, it's the little flapper valve in the tank that provides water to flush the bowl. They are VERY cheap and easy to replace. A new valve is a couple dollars, and can be installed in a minute or two.

The little flapper thing that does down and blocks the discharge hole. If they get soft and spongy they leak. If there is some roughness you can put vaseline on the opening and flapper valve and then it seals. Otherwise just spend $2.98 and put a new one on. Any idiot can change them.

Get a "Corky" flapper at Home Depot, etc. On older toilets the standard type is too stiff and doesn't seal well.

calcium deposits prevent the float from returning to it's proper position preventing the water from shutting off completely. Either emory clothe to remove or replace the works. I hope this helps.
