Well it depends what you mean - if you mean sheer numbers of people in a country then china - but if you mean the numbers of people per square kilometre it is probably Hong Kong (yes it is in China but it is practically its own country) or even some other heavily populated island or peninsula for example Manhatten, Gibralta or Portsmouth Uk.

Well I lived in Gibraltar for 2 years and in comparison to its size it is probably one of the most densely populated of countries. I mean seriously it is so small but there are thousands of people who live there its crazy.
