I have friends from England who pronounce it "winje." Is this a British thing? Is it actually a different word? And if so, how is it spelled?

You're thinking of whinge. Whine is pronounced the same as wine. They both mean the same thing pretty much, except when you whine you are moaning in a higher pitch than when you whinge.

whinge is a word. whine is pronounce like wine :)
They mean basically the same thing though.
