You probably can't.
Midi file is a captured musical performance, where keystrokes or programmed midi commands are stored so that a music interpreter or synthesizer can render them as sounds at a later time.
An MP3, on the other hand, is a recording of the sounds themselves.
Think of it like Illustrator and Photoshop. Illustrator makes line art, and the line art can be converted into bitmap art. But Photoshop makes bitmap art, which can only remain a bitmap.
I've heard of a program that can take a monotone wav file and make MIDI out of it, but you would have to be specifically targeting that practice - and just as with vector trace programs meant to convert Photoshop art into Illustrator, you'd get middling results at best.
In all likelihood, this is something you're just not going to be able to do. You'd have to re-perform the performance with a MIDI compatible keyboard.

There are programs that will do this, but it doesn't work well. I tried it and it comes across really bad. The problem is that mp3 files are digital copies of analog sounds while midi files are strictly digital information.
