I mean he does things like walk around town with a cute dog under each arm to attract young ladies. The girls will approach him saying something like HOW CUTE, he answers,,,,,yeah I know, but what about my puppies?? Is that some sore of animal abuse , using dogs as bait to attract women? Should i put my foot down and demand he go to therapy?

The problem is not that he is exploiting your puppies. If he is not fooling around on you, he is trolling. Must not have very good self esteem if he feels he needs a prop to have women talk to him. If he felt good about himself with you, maybe he wouldn't be out walking the dogs so much. Something to think about.

Girls were talking to the puppies.. not him.. I'm a dog person. I'd say that when I see a cute dog 2.. bUt no interest in its owner.

Putting that poor puppy under under his smelly arm pit . Down right animal abuse! Try training the puppies to crap on him when he does this!

I think the bigger question is not why he's using your dogs for attention but why a married man is out looking for female attention in the first place. Should you be more concerned about that than the dogs?

My dog loves it when we go to the park and all the cute girls come up and help comb her and pet her and give her dog treets and such.

No, plenty of people use their animals like that. As long as he's taking care of them the puppies are probably happy. Dogs just want to please their masters.

I wouldn't worry about it: if all he is doing is getting some smiles from young women who have no interest in him and if he is not cheating, let him have his little fun.

not animal abuse, but he has serious issues, guys always do crap like that they love attention, but why does he need it elsewhere?
