You need cash and connections. No one (well few) will come just to listen to your friend's garage band. You need at least one attraction.
Try and get f. ex. local firms sponsor you for advertising space.
And one more major thing: make the event as unique as possible. Every village and city has its own little festivals, you have to stand out.

Cash flow the venue, a great line up of bands and a awesome headliner, merchandise, and promotion-promotion-promotion-promotion.
