This is nothing more than a scaremongering tactic to discourage masturbation. During the Victorian era, boys were often fitted with physical restraints over the genitals to make masturbation impossible/painful - scaremongering is pretty much a follow on tactic to using physical restraints.
Other misconceptions include making your palms go hairy, and causing brain damage.

I'm POSITIVE it does not or practically every1 over the age of 13 would be. Which is not the case so it logically follows that it doesn't. Unless I'm really blind and this is really braille.

No masturbation doesn't make you go blind. It's a very natural and healthy thing to do, just not while you're at work etc.
